RBQ License: An Important Reference Point When Choosing a Contractor
For construction work in Quebec, the license from the Régie du bâtiment du Québec (RBQ) is an important element to check when comparing bidders. Gouttières et Revêtements Synergy holds RBQ license 5723-4940-01.
The RBQ states that any person or business that performs or has construction work performed must hold a license, except in certain exempted cases. This license is issued to the business. It should not be confused with a CCQ competency certificate, which applies to individual workers.
What an RBQ License Represents
An RBQ license is tied to the business and to the categories or subcategories of work it is authorized to perform. Before obtaining a license, a business must, among other things, choose its legal structure, register with the Registraire des entreprises du Québec, and determine the license subcategories that match the work it intends to carry out.
The process also includes an assessment of professional competence. The RBQ evaluates this competence in four areas:
- administration;
- construction site safety management;
- project and site management;
- execution of construction work.
To demonstrate this competence, a business can pass RBQ exams, have completed an RBQ-recognized training program, or submit a professional portfolio combining experience and training.
A Qualifying Person Within the Business
The RBQ requires that a qualifying person (“répondant”) within the business vouch for the necessary competence to the Régie. This qualifying person is tied to the business’s qualification in the areas assessed by the RBQ.
For a homeowner, this helps clarify that the license is not based solely on having a business name or being able to issue an invoice. It falls within a regulated framework that accounts for the business’s qualification for the work in question.
Background Checks and Financial Guarantees
As part of the license application, the RBQ verifies the criminal background of the business’s directors and lenders. These checks can cover certain tax offences and criminal acts committed within the previous five years. Depending on the situation, they can result in a license being denied.
The business must also provide financial guarantees. Depending on the type of contractor and the subcategories held, this can include a licence bond of $40,000 for a general contractor or $20,000 for a specialized contractor, as well as enrollment in the New Residential Building Guarantee Plan where applicable.
These requirements do not replace a conversation with the contractor about your project, the planned work, or the terms of the quote. They do, however, provide a concrete reference point for a homeowner who wants to confirm that a business operates within the applicable Quebec regulatory framework.
A License That Must Be Maintained
An RBQ license is not simply a one-time step. The RBQ also requires mandatory continuing education to maintain a license. The most recent reference period cited by the RBQ ended on March 31, 2026.
