In plain language, it requires the following: for a building where stormwater is discharged through exterior gutters and downspouts, and where the permeable area exceeds 20% of the roof area, roof water must be directed toward permeable surfaces. In other words, in this situation, roof water must discharge onto absorbent ground—lawn, garden bed, soil. This must be planned before the first hole is drilled: it determines outlet locations, elbow direction, ground extensions, and often the number of downspouts.

What the Building’s Age Changes About Installation
A gutter is not installed on the roof: it is installed on the fascia board running beneath the roof edge. The condition of that wood determines the installation method, and it can only be assessed during a site visit—never from an office and never based on a construction year listed somewhere.
Three points come up repeatedly on job sites. Access: when the building can be worked on from a ladder, maintenance remains manageable without heavy equipment, provided the outlets can be reached—something decided during installation, not afterward. Fascia: on a building that is decades old, it is almost never the gutter trough that fails first, but the board behind it; screws no longer hold, the slope sags, and water remains in place and freezes. Size: a long, continuous façade with no intermediate discharge point sends the entire volume to one end. Depending on the roof area draining into it, the solution may be a 6-inch gutter, additional downspouts, or both—each one needing a proper discharge location.
