In L’Épiphanie, roof water will always find a path. In a municipality covering 56.57 km² and crossed by the L’Achigan River—where the City publishes a hazard-zone map, “Les zones à risque : zones inondables — Planche 4,” Ville sector, prepared by Laurence Choquet-Houle, planner at the MRC de L’Assomption—and where the municipal newsletter MON Étoile addresses flooding and sewer backups, that path should never lead to the base of your foundation. A downspout that discharges right beside the wall saturates the backfill, feeds the underground drain, and eventually shows up in the basement. That is exactly what local regulations are intended to prevent, and where every installation we carry out in this city begins.

Bylaw 049, Article 10.7: Where Your Downspout Must Discharge

L’Épiphanie applies Bylaw 049. Article 10.7 addresses water discharged from gutter downspouts. In plain language: the downspout must discharge at ground surface, at least 150 cm from the building—that is, 1.5 m, approximately 5 feet—and the discharge must be arranged to prevent infiltration toward the building’s underground drain (French drain). The same bylaw also addresses stormwater drainage in Article 10.1.

Two points need to be clearly understood. First, “at ground surface” excludes a downspout that runs into a buried pipe connected to the drain: this setup is still found on many homes, and it loads the drain with every rainfall. Second, the distance is measured from the building: an elbow that releases water right beside the wall does not meet the requirement, even if the water then flows away on its own.

The text is public: the City publishes its codified administrative version. The City itself notes that this version is for reference and that the official version, held by its Clerk’s Office, prevails in the event of a discrepancy. L’Épiphanie’s Housing Stock and What It Means for Gutters

The 2021 Census (Statistics Canada, L’Épiphanie, Ville profile) reports a population of 8,885, 3,695 total private dwellings, including 3,583 occupied by usual residents, and a population density of 157.0 people per km². Of 3,585 dwellings classified by construction type, 2,205 are single-detached houses and 360 are semi-detached houses.

In practical terms, a detached home has surrounding yard space and room to meet the 150 cm requirement. The key issue is then the number of outlets. A long façade, or a roof with several slopes directing water toward one corner, calls for an additional downspout rather than trying to make one gutter drain faster. Where water volume is substantial, a 6-inch gutter provides a larger flow area at the same slope. On a semi-detached home, the discharge location becomes the main concern: two adjoining foundations, two drains, and less side-yard space to reach the required distance.

What We Check On Site

  • The fascia. This is what supports the gutter. We inspect the wood behind the aluminum: if it is soft or split, no fastening system will hold reliably, and fascia replacement comes before installation.
  • The slope. A gutter is not level: it slopes toward its outlets. We check the actual direction of flow, low spots where water remains standing, and sections that have shifted over time.
  • The outlets. Their number and location, based on the roof area being drained and the corners where water concentrates.
  • Ground clearance. Where water currently falls, how far it is from the wall, whether the downspout enters a buried pipe, and whether the ground slopes away from or back toward the building. This is where Article 10.7 comes into play.
